Now, my works are far from the quality you see on images by...I dunno, Touhou-artists, or something
(in fact, I still rage over that, my guess is that maybe its the lack of airbrush skills and maybe a grpahics tablet)
But the process for coloring a piece of work is basically separating the necessary areas, grouping them together
(for example, put all the skin-pieces in one layer, all the hair in one layer, etc.)
after that you create a layer above that, which is my shading-;layer, which allows me to easily correct mistakes should I make them.
This is, of course, assuming you know your photoshop.
Also, I suppose the coloring is a matter of perspective, I suggest looking at other images and see if you can reference to it.
And also, as the kind sir above me stated, there are some tutorials to get you started indeed,
but many people give you different methods, so you can snoop around a bit and eventually settle on what you think works best.

I think the best thing to do is just try and fail :/
See your final product and if you dont like it.. take a second to adjust the colors in your mind and retry :)
Just remember to scan your work before you start drawing, so you will be able to practice on the copies before going on the real thing
