Yes its from the official site the launcher stops at 71%

Try this, go to your bns folder, remove the plaync launcher folder and go to the official site and press start game.

I had some problems in the past with certain updates. Not similiar like yours but maybe try deinstall the launcher, download and install the newest from official website again. The helped me always.

if that not helps try to delete this file in the errormessage (after you made a backup of course). It is so that the launcher compares filesizes and download all files automaticly if the filesize don't match (because corrupted or whatever).
But i don't know if that will work for all files, i only know it is like that for "coockedPC" folder

you did what, deleted launcher or file... or both?
Make sure you try that first, i mean either deinstall launcher or delete file, not both togheter, makes no sense

Anyway that errorcode (e02024) is related to a writeprotection problem. The launcher want change that file but it can't since it is either in use by something that didn't shut down proberply or because of any access problems that are common for win7.
Try so following if you haven't:
-reboot your system.
-change in attributes for the files: "run as administrator" (if you have win7)

If that still doesn't help try your luck with google, "aion e02024" (use aion because bns only brings korean results)
