im looking for somewhere to sighup and get a key for the next beta test

You would have to sign up on http://bns.plaync.co.kr Though no one knows if the next is a CBT or an OBT.
There are no keys, they upgrade the account status or they don't after an application and sign up period (this applies to CBT, since I'm guessing OBT won't have limited sign ups).

Wait wait wait...so a non korean can actually get into the beta just by signing up?

Key word application. You need a KSSN with that application. A non Korean could get in. If they had a foreign registration #, but at that point they're still a citizen to some degree.
