I dont speak korean either but you should really start using google translate.

Its an event for PC Room players only again.
Depending on how much you play, you gain different pouches (That are allready ingame and can be aquired from daily quests). Those pouches can have items like coins, repair hammers, potions, bufffood and tickets that can be exchanged for a special item that increases the gem slots on your wpn.

There are 2 links at the bottom of the site, the first one brings you to a table with your played timed and the second one to the rules of the event.

On a side note, everytime you see PC in a text, you can allready assume that its for the PC rooms in Korea.

But anyway it's just another event for the Room players huh, wonder what the other people think about that idea over there.

Forgive me if this is old news or common knowledge here:

PC Bangs / Internet Game Rooms (IGR) are the most popular way for PC games to be played in Korea. It's a giant business over there, and many PC Bangs work with game developers to incentivize players to play there, instead of at home.

For example:

• LoL players can use any champion when playing at a PC Bang.
  
• Diablo 3 players get more magic find and faster leveling.
  
• Sudden attack players get to use many more powerful guns at a PC Bang that otherwise must be purchased for home use
  etc

These systems are another reason why bringing Korean games to other markets takes time, as they have to "undo" a lot of the IGR-specific systems that do not apply elsewhere.
