Sup bro, you have to be that level to unlock it. Or if there is a talisman design, you have to use a seal remover.

There is no level requirement to un-seal an item. You just need the right seal remover / talisman.
There is a level requirement to equip it though. (It has a padlock on it if your level isn't high enough.)
