Does level make a difference in Blade and Soul

When I say that I mean if you feel like you are making progress in the game. Like lets say you are level 20 and then you level to 50, would you feel like you made progress, would you feel like you got stronger. In guild wars 2 that happened, people didn't feel like they advanced. What do you guys think?

Yeah, every 3-4 levels, I felt as though I've advanced.
