Is blade and soul true action combat?

Also it's first-person-based movement/combat and not third-person, so you have a crosshair instead of clicking things. It's pretty much TERA in that sense, as well as the zoom where it's off to the side kind of then it centers at a certain zoom on your character.

I played Tera and I wasn't really a big fan of a combat system, but then again I only played a Mage, so. >.>

Yeah the Sorcerer is really boring and I ended up liking Berserker and Lancer the best? Iunno, overall it's pretty boring. BnS's FM is a lot more fun.

There is a lot wrong with your statements here.
For instance, the way you described Tera's combat system, is exactly the way B&S combat system is; except it's decently paced (A little faster).
As for the lock-on-skills, every skill in B&S is lock-on. Your attacks snap/connect the same way most homming skills do in Tera.
As for the hit-boxes, Tera's hitboxes are actually more accurate than B&S (And by a long shot). Connecting skills is easy and precise. Where in B&S, as Ryo mentioned, the "lock-on" system that exists in B&S, makes it difficult to switch targets.
Lastly, the lag that you described is actually the only thing I have to agree fully with. Tera has a very strange rubber-band feel for specific skills. For example, the Berserker's speed buff.
Finally, GW2 combat system is actually almost identical to B&S.
The two exceptions being, B&S hitboxes are IMO better than GW2 and the pace of combat is often faster in B&S.
But other than that, they two are nearly identical.
While Tera's combat system shines in many areas, it suffers from one and only one main issue: The skills have little to no synergy with one another. So you can often find yourself using the same combo over and over again (Again, in example, the Berserker's Cyclone and Thunder Strike. You literally spam these two abilities, always.)
While B&S's combat system does also shine in some areas, it suffers from poor hit-boxes and snappy animations on mobs, that make it very difficult to dodge out of their attacks (Often, due to the poor hitboxes, attacks will connect even if you're out of melee range; making it feel very inorganic).

Not sure what you mean by identical.... i mean sure they both "lock on" and you have to press buttons to use skills...

GW2 combat systems is FAR more dependent on player cooperation for combos and yes players can use their own skills for combos, but the system is designed for party coordination. B&S is the exact opposite where the single player is given a palette of skills that can combo and open different branches on possible combo branches and trees, the difference between there systems is B&S is made to make the individual feel awesome and GW2 is designed to make the group feel awesome.
