If I remember correctly, that's the wall running skill. If it hasn't been changed since the beginning of the game, you need to get an item from the Lvl 45 PvP faction merchant and then turn it in to a NPC somewhere on the same map.

Okay i'll found it allready...
- First need Faction Rank 8
- Then buy Item look's like a Horn on First page Right side (50Silver) who's located on the *45 Faction PvP Zone
- Then The NPC Location be Showed on the Map as an Star Point like all Finished Quest.
