Its obtained through a quest. Just like the lvl ~9 and ~20 quest you get to chose between two outfits, the one above being one of the two.

That dobok is called 검은 모래바람 (black sandstorm) and it is obtained from the boss in 천조의 둥지

Hmm, thought it was a quest dobok, I guess they changed it?

thank you for ur answer been looking for thes set for some time now but i guess ill pass it since is only a chance drop and theat dungeon is crazy annoying :sob:
