I was almost certain they had pirate types in the Eastern Seas.

Maybe they were called Boat Bandits, or water ninjas.

Where ever there was trade happening and established trade routes, there were people trying to steal said items. Either by land or sea.

Then the sky bandits...2020! I'm calling it!
