....durrrrrrr I can understand what they're saying but....I'm not that great at Korean and horrible in translating...

Well I climbed to the top of the tall buildings where the arrow was pointing, nothing but holes to the bottom at the top.

You need 2 things. First you need a Bell and second you will need a Horn (Or the other way around).
The bell can be aquired as a random drop from all mobs around the desert. The Horn can be in one of the Bo-Pae Chests you recieve when using the wheel of fortune, wich can be used with the token you get from the golden giant worldboss next to the camp where you made the screenshot.

However you can also buy both of those in the Broker. If you open the broker always take the last option, those will be the quest items. The bell will most likely be allready on the first page if you sort by cheapest price first. For the Horn you will have so swap some pages. If you bought both of those an NPC will appear (That small old guy), on the roof where you most likely were and you can exchange both items to finish the first and follow up quest you will get.
