I'm level 14.

I can't figure out how to get the costume that allows me to kill guards.

My friend got the quest and I didn't, any ideas?

Hey, before you enter the first City (the one with the lake), you pass an Old guy giving you a White/Green Dobok, wich is the faction of that city.
While then being in the City you will go to a house a little bit off, next to the Skorpion Cave, the women inside that house will give you a Red dobok, wich is the enemy faction of that city. Wearing that will make the guards hostile to you. I cant provide screenshots right now as I am on work, sorry.

I figured it out.

For anyone who ever has this problem, you get the Quest from a Boss drop in an instance in the waterfall.
